You bend the end of the rod and put the handle onto the other end so it can still be rotated while you're using it. Steamrollers can be used to plow snow or simply clear your weed pipes.
When choosing what is best for your lawn and garden, you need to consider two things: your budget and how much water your garden drains. If your drainage is decent, you shouldn't have any problems with your pipes. But if your soil is extremely wet and compacted, then your drainage won't be able to take care of the pipes as well as it should and you may have to install some sort of liner or something to prevent roots from getting in your water bong. This will increase your water costs but will be worth it. If your pipes are in relatively good shape, then your best weed pipes are going to be a weed path system. These are long thin pieces of metal that run along your lawn cutting edge, taking water right off the plant without getting it to the ground.
You can also use plastic mulches over your weed pipes. This will help keep soil in between the pipes. They're probably not the most attractive thing in the world, but they will do the job.
